The distribution of bribes from the scheme for the construction of Torre Pituba, Petrobras' headquarters in Salvador (BA), even involved monthly payments for the campaign that elected Dilma Rousseff president in 2010, according to a new Lava Jato plea bargain.
According to businessman Mario Suarez, former PT treasurer João Vaccari Neto received a total of R$2 million in undue benefits and it was agreed that the PT member would receive R$100 thousand per month to meet demands of the 2010 presidential election.
Suarez stated that the payments were made between January and September of that year. The transfers to Vaccari were brokered, according to the whistleblower, by money launderers and even by his sister-in-law.
“THAT, subsequently, the above percentages were changed because the directors of PETROS and Petrobras began to charge a higher amount than agreed; THAT then, Paulo Afonso, in order to compensate for these payments, failed to pay the full amount promised to PT Nacional and PT Bahia; THAT payments were made to Jogo Vaccari, treasurer of PT, as bribes, totaling approximately R$1,000,000.00 (two million reais); THAT at the time, it was decided that Vaccari would receive R$100,000.00 per month, but, in order to meet the demands of the 2010 presidential election, Vaccari pressured and most of the payments were made between January and September of that year; THAT, subsequently. Jogo Vaccari had a disagreement with Paulo Afonso, because he discounted from the total amount of the bribe agreed to with the PT Nacional, the amounts paid in excess to the directors of PETROS and Petrobrás; THAT part of the amounts paid to Jogo Vaccari was delivered in cash by Paulo Afonso to people indicated by him, such as his sister-in-law, or through a money changer from Salvador, Mr. Luiz Eduardo, who carried out endowment operations from his Swiss account, at the UBS bank”.
According to the whistleblower, the bribe money was divided as follows: 1/3 for the PT Nacional, represented by João Vaccari; 1/3 for PETROS, represented by Newton Carneiro and Wagner Pinheiro, and Petrobras, represented by Armando Tripodi, who was Sergio Gabrielli's chief of staff; and 1/3 for the PT of Bahia, represented by Carlos Daltro, who was Jaques Wagner's campaign fundraiser. These amounts, however, were adjusted after pressure from Petros representatives who asked for more bribes, said Mario Suarez.
“THAT subsequently, the percentages mentioned were changed because the directors of PETROS and Petrobrás began to charge a higher amount than agreed upon, and Pauta Afonso, in order to compensate for these payments, stopped paying the total amount promised to PT Nacional and PT Bahia.”
