Jair Bolsonaro's signal that he may veto the 2 billion reais electoral fund proposed by the president himself and approved by Congress has raised alarm bells among party leaders, says Crusoé.
The concern is with the real capacity of the parties to overturn the eventual veto.
Center-right party leaders point out that the R$2 billion campaign budget was proposed by the government itself. The parliamentarians wanted more: R$3.8 billion.
The assessment, however, is that it would be very difficult to overturn the presidential veto, since it would require the support of an absolute majority in the Chamber of Deputies and the Senate. The fund was approved with a smaller number of votes. Given the adverse outlook, deputies are already thinking about retaliating against the government in votes in 2020.
Party leaders recall, behind the scenes, that the amendment that kept the fund at 2 billion was approved in the Chamber by 242 votes to 167.
