Unfortunately, the president of the Federal Senate, Davi Alcolumbre (DEM/AP), decided that he will not give up on the agreement reached by him and the president of the Chamber of Deputies, Rodrigo Maia (DEM/RJ), with some party leaders, to prevent the processing of proposals on prison after second instance. Today (10), he said he ruled out any possibility of putting PLS nº 166/2019 to a vote in the House plenary.
This morning, the Senate Constitution and Justice Committee had approved both the Anti-Crime Package of the Minister of Justice and Public Security, Sergio Moro, and bill No. 166/2019, authored by Senator Lasier Martins, which aims to modify the code of criminal proceedings to allow the custodial sentence to be served before the final judgment becomes final. However, only the Anti-Crime Package will be considered in the Plenary.
The president of the Senate reiterated that the agreement made with the president of the CCJ in the House, Simone Tebet (MDB/MS), is that the Moro Package will be voted on by the Plenary tomorrow, but the proposal on the second instance will await the processing of the Proposed Amendment to the Constitution nº 199/2019, which was approved by the CCJ of the Chamber, and which is being held by Rodrigo Maia even against the interests of the majority of parliamentarians and the population.
“You will not vote [in Plenary]. That was the agreement created”, said Alcolumbre in an interview.
