The first work to be embargoed was the extension of Avenida Litorânea, as the license expired in April 2019 and until December 31, 2019, there was no new request for use of the Union's lands.
The second work that was embargoed was the construction of a public parking lot next to the Praia Grande Terminal, on Avenida Beira-mar in downtown São Luís. The request for authorization for the land belonging to the Union stated that the parking lot was public and that if there were any changes, the responsible department would inform the (SPU/MA). However, the parking lot became private and turnstiles were installed to charge for parking, which was not reported. The work was also embargoed by the SPU until the situation is regularized.
Works on the coast of São Luís, and in other locations, depend on authorization from the Federal Government.
