The President of the Republic, Jair Bolsonaro (no party), today appointed the Minister of the GSI (Institutional Security Office), General Augusto Heleno, and the President of Fiesp (Federation of Industries of the State of São Paulo), Paulo Skaf, to join the Council of the Republic. The decision was published in the DOU (Official Gazette of the Union).
The president is taking action and with the appointment of General Heleno, he could declare a possible intervention or a state of defense with just the stroke of a pen.
The role of a federal counselor is considered relevant and unpaid. The board is chaired by the president of the Republic, who also calls the council meetings. The body was created by law in 1990 to deliberate on federal intervention, state of defense, state of siege and issues relevant to the stability of democratic institutions. In 2018, the council met and approved the intervention in the security of Rio de Janeiro.
